The menu in the Top Bar appears in the order I want but the menu in the Header does not.
I can’t find where to change the order of the Header menu.
I see that the, undesired, order of pages in the Header is the same as under the WordPress “Pages” link but I don’t see any way to alter the order.

Please, head over to Appearance > Menus, you’ll need to create a new custom menu and assign that menu to the Main Menu theme location. For more on this, please, see: https://purothemes.com/documentation/general-wordpress/menus/.
