I set it to #1e73be in ‘Customizing ▸ Theme Design Header’ but it is the same as Site Tagline Color.

Is there perhaps an update for Ultra pending at Dashboard > Updates? If not, is your order number inserted at Customize > Theme Settings > Ultra Premium?
