There is only header offset if you’re linking to Page Builder by SiteOrigin row ID’s. If you are, here is how that works: https://purothemes.com/documentation/ultra-theme/one-page-website/.
If not, you could deactivate smooth scroll in Theme Settings > Navigation (https://purothemes.com/documentation/ultra-theme/customizer/theme-settings/navigation/) and use https://wordpress.org/plugins/hash-link-scroll-offset/.
Sorry.. maybe its a very stupid question... but I cannot see (in the article youve sent to me) how to set header offset… 🙁
I use Page Origin…
The originating link must be in the main menu. If the originating link isn’t in the main menu, it must have the puro-scroll class added. The anchor must be a Page Builder Row ID. You can edit the Row ID by editing the row and opening Attributes in the right column.

The link isn’t in the main menu so you have to add a class:
<a href="#colophon" class="puro-scroll">Scroll to the footer</a>
