Thanks for posting your question. I’ve just tried the following plugin:

Simple Sticky Add To Cart For WooCommerce

I haven’t done a deep dive, but it seems to do the job it says it does. There are a few other similar options on the WordPress.org plugin directory. Hopefully, you can find one that works for your application.
