Try going to Customize > Theme Design > Header > Site Tagline Color and adjusting the setting there.

Andrew MisplonKeymasterThanks for the screenshot. Try going to Theme Design, it looks like you’re viewing Theme Settings. Sorry for the confusion, originally one section was outside of the Customizer when the Customizer became compulsory both sections had to be in the Customizer.
